The data site should be explicit about what comes from structured EIA baselines, what comes from reviewed project research, and how the two are kept from being double counted.
Reviewed project context
Use project reporting to explain credible gaps, clarify naming, and show transition context that is not obvious in EIA alone.
No blind merging
A public page should not treat a likely match as permission to merge records automatically. Matched and unmatched buckets stay explicit.
